. president? the presiding officer: the senator from michigan. ms. stabenow: thank you, mr. president. i want to speak for a few moments about what is happening, what has been happening all week here in the senate and in the house of representatives. first of all, this year we've seen a terrible string of natural disasters that have shut down businesses, left families homeless across america. as chair of the agriculture committee, i'm certainly very concerned about the flooding along the mississippi and missouri rivers and the record droughts that have devastated the livelihoods of men and women who grow our food across america. in response to that, the senate, on a bipartisan basis, a strong bipartisan basis, responded to provide the funding for fema to help with communities across america -- 48 states -- to be able to responding and be able to do what we always do as americans: to be able to step up and work together and meet these kind of natural disasters and the help that's needed. we sent that to the house. the house decided, on the other hand, that they not only would lower the funding

of michigan, his best friend, and those of us devoted to him in the haight ashbury area, who appreciated his steadfast activism and ability to really push buttons. i am sure that arthur will be missed. the next in memoriam is one i gave attention to a couple of days after it happened. the family is not getting the attention necessary. on july 17, a 20-year-old was shot to death outside his hayes valley home. this might have been one of the stories people scanned by in the newspaper if it was not for his family and friends. the seven tepees family organization deals with young offenders. they are stepping forward to make sure he is not forgotten and does not become another statistic on the homicide list. going june 16, 1991, he was one of the seven tepees success stories. he graduated from high school and was preparing to move to college in los angeles this month. he worked at abercrombie and fish as manager -- and fitch as manager. nothing got to him. employees remember him as a happy guy. he leaves behind his young son, three younger siblings, and his loving mother, who i have talked to sin

and nevada, 10% higher ar in the southeastern area and michigan. 8% to 9% are green and a good majority of them there. the blue charts have unemployment rates of 6% to 7.9% so lower than the national average. those lucky states through here and vermont and new hampshire in pink have 5.9% or lower unemployment. can you speak to -- i know you gather the numbers on the unemployment but what is going on in those states that are at the end of the spectrum? it is hard to say because obviously it is dependent on the local economies in the state. some of them are states that have particular problems with the housing market, big do downturn. some manufacturing is involved. a lot of job loss was concentrated in manufacturing and construction. those two combined for over half the job loss during the recession. so states that had a lot of manufacturing and big downturn in housing construction were hard hit. host: do you know what is going on with vermont and new hampshire? they are doing well compared to their regional neighbors. we will take calls then come back and look at employment and particu

under investigation. >>> in michigan a father and his two sons are recovering after being injured in a car bombing. this is video taken a short time ago -- a short time after their car exploded on tuesday. investigators say someone planted a bomb in the car. it went off while the father was driving his sons to football practice. all three are expected to survive. investigators don't know the motive. a $10,000 reward is being offered for information leading to arrests. >>> time 8:18. we have breaking news. this just came in. the nba, the national basketball association just announced training camps have been postponed indefinitelily. the nba is also canceling 43 preseason games. the nba hasn't been able to work out a new collective bargaining agreement with the players association. nba players have been locked out since july. the regular season is scheduled to open november 1 if a deal can be reached. again, this is information just coming in and we'll be waiting to see how the golden state warriors and other teams will be affected. >> we just mentioned earlier that kobe bryant is

talked about this story a couple of days ago. michigan, a dad with his two sons in the car. bombs go off. do you make of it? >> he's a business attorney and represents several companies and business interests, but i think more significant is the fact that he handles matrimonial cases as well as family law cases and as someone who has actually sat in the family court as a judge, i can tell you that these are volatile litigants and they blame the attorneys for the spouse's or the person they're suing for whatever actions they take. what is going to happen now is they'll look at all of his clients. there are probably clients who have indicated they're very unhappy or opposing litigators or not so much attorneys but other people, defendants or plaintiffs on the other side of cases. i think the sad part of this case is there were children that were in the car and so now you're going to see law enforcement very seriously investigating this. this is a serious car bombing. i mean, that thing pretty much melted. >> of course, people would think terrorism first. maybe that's what it is. >> maybe
